Design engineering is an important part of the construction process from which all building work must commence. In all countries, the design and construction process is divided into stages (steps), and in Russia there are three main ones:
- Preliminary design study (Stage PP)
- Project design (Stage P)
- Working documentation (Stage R)
During the preliminary design study, or concept stage, an initial understanding of the facility’s characteristics is formulated, and the technical feasibility, preliminary cost estimates and risks of the project are assessed.
On the basis of the data received, the investor must take the decision as to whether it makes sense to start construction of the facility, whether construction is feasible, and what economic effect will be achieved.
At Stage P, the project design documentation is prepared in accordance with the Russian Federation Government Decree №87 of 16 February 2008 “On the composition of sections in project documentation and requirements for their content.”
If the facility being designed is subject to state or private inspection, then it is at Stage P that the project will be inspected and assessed. After receipt of the conclusion by the inspection body, and with all necessary approvals and permits duly obtained, the working documentation (Stage R), according to which construction work will be carried out, is drafted.
During Stage R, design solutions are developed in greater detail. Working documentation is used by the construction team to carry out their work on the site.
