The vast majority of ports operating in Russia today were first built a very long time ago, either immediately after the war, or slightly later. The average age of port facilities is therefore at least 40-50 years, and their physical condition and technical design rarely conform to current requirements, nor can they service a modern fleet. The physical dimensions of vessels today has grown to the extent that the depth alongside the quays can no longer accept them, and the port equipment is not rated to lift the loads required to handle cargo.
Any hydrotechnical facility is a costly exercise, requiring huge investment for its construction.
